Instructions:
  1. In a mixing bowl fitted with a dough hook, whisk together 1 3/4 cups flour, cocoa powder, sugar, salt, and yeast.
  2. Warm the butter, milk, and water together until the mixture reaches 90–110°F (lukewarm).
  3. Slowly pour the warm liquid into the dry ingredients and mix until the flour is absorbed.
  4. Add the egg, then gradually add more flour as needed until the dough becomes smooth and elastic.
  5. Turn the dough onto a lightly floured surface, knead briefly, and punch down.
  6. Let the dough rest for 10 minutes, then roll it into an 11×15-inch rectangle.
  7. Spread 3/4 cup strawberry jam evenly over the dough, then roll it tightly from one long side to the other.
  8. Slice the roll into 12 equal pieces and arrange them cut-side up in a greased 9×13-inch baking dish.
  9. Cover and place the dish in a warm spot to proof until the rolls double in size.
  10. Preheat the oven to 350°F (175°C) and bake the rolls for about 20 minutes, until set and slightly springy.
  11. Remove the rolls from the oven and allow them to cool slightly before frosting.
  12. While the rolls cool, prepare the frosting: beat the softened butter and cream cheese until smooth, then add the strawberry jam and cocoa powder and mix until combined.
  13. Gradually add powdered sugar until the frosting reaches your desired thickness and sweetness.
  14. Spread the frosting over the warm (but not hot) rolls. Top each roll with a chocolate-covered strawberry if desired.
